IT 革命とは何だったのか

IT 革命とは「米国が主導した軍事技術のパラダイム転換」だったのだ。
「世界が変わった」という表現があるが、瞬く間にインターネットは情報の基盤インフラといえるほどに普及し、水や空気のごとく我々の生活を支える存在になった。今日、「ユビキタス」（ラテン語の「神はあまねく存在する」に由来）という言葉が使われるほど、いつでも、どこでも、誰でも情報通信技術の恩恵を享受できる社会が実現されつつある。
しかし、「IT 革命」の基本構造に由来する光と陰を内包していることも否定できない。IT 革命には「ディファクト化とブラックボックス化」という二つの性格がからみついている。実質的な世界基準にして囲い込み（ディファクト化）、囲い込んだら勝手にいじくらせない（ブラックボックス化）IT 環境が我々を取り巻いているのである。IT 革命自体は開放系・分散系の情報技術の浸透なのだが、このシステム総体が本質的にセキュリティーに関して陰の側面を有しているということである。
「つながる」が故に便利で効率的な反面、「つながる」が故に安全性と自立性を失うリスクを抱え込むことになる。まず、「情報の管理高地」という問題意識からすれば、マイクロソフトの OS からカーナビが依存している GPS（米国の軍事衛星につないだ位置測定）まで、暗黙のうちに米国の優位性に身を委ねる構造に踏み込んでいる。また、「相互依存の過敏性」とでもいうべき問題、サイバー・アタックなど、ネットワークの弱い部分を狙い撃ちした攻撃の影響は即座に波及する。戦争も「戦略情報戦争」「RMA（軍事における革命）」という言葉が登場するごとく、敵が依存する情報システムを電磁波やウィルスで攻撃し無力化する研究が各国で進んでいる。
